This time depends on the number of LEOBLUE satellites. 25 satellites in suitable orbits should provide a latency time of around 30 minutes.
All terminals with a Bluetooth chip compatible with BLE V5 can receive information from LEOBLUE. This standard dates from 2017 and to date more than 8 billion smartphones are compatible. All you need is an application running on the smartphone.
Alerts will be geolocated when they are issued and only terminals in the area concerned will issue alerts.
An authentication and coding system is integrated into the communication protocol. The applications will therefore be able to verify that the alerts come from authenticated sources and with unmodified content.
